I have talked with the other elders and all are in agreement that the use of magic is becoming too common. Based on older records, the use of magic caused great turbulence on our world and destroyed the previous civilization. Bahamut in his wisdom brought back the use of magic for use in fighting the enemy, Tiamat. The elders are all in agreement that this is the intended use for magic and that it should be under the church's control. Now we must find a way to accomplish this....

The control of magic seemed so simple. Finding a way to accomplish the task has been difficult. I pray that the end justifies the means. In the morning, I am to go to the tower for what is to be portrayed as an encounter with Bahamut. In 60 days, I will return with a pronouncement against the general use of magic. My greatest fear is that this will not be enough to sway the people and the other measure suggested by some will be done....
